TIM CAN HACK STUFF. This is very firmly established in canon - he's no Oracle, but he was given training by her, and his first real case was cracking Anarky's MoneySpider program when Batman couldn't (and was also busy failing to save Tim's parents). I am considering that he can't hack anything labelled ENCRYPTED unless you want him to, and he can make Encrypted posts himself but it takes extra time.
